PUBLIC NOTICE

THE EAST CHICAGO HOUSING AUTHORITY HAS IMPLEMENTED CHANGES TO OUR SECTION 8 ADMINISTRATION PLAN EFFECTIVE OCTOBER 25, 2004

This plan defines the rules and procedures for the operation of East Chicago Housing Authority’s Section 8 Programs.

Below are a list of changes that are posted from 8:00 a.m. to 4:00 p.m. at our main office (in West Calumet Complex) located at 4920 Larkspur Drive and at the James Hunter Building located at 3625 Pulaski Street. It will be posted for 30 days beginning September 25, 2004.

Chapter 6 "Factors Related to Total Tenant Payment and Family Share Determinations"

Section Q Utility Allowance and Utility Reimbursement Payments pg 6-18

The utility reimbursement check will be made payable directly to the tenant.

Chapter 7 "Verification Procedures"

Section J Verification of Waiting List Preferences "Homeless Families" pg 7-20

The PHA no longer accepts notarized statements from family and friends to verify Homeless Preference.

Chapter 9 "Request for Tenancy Approval"

All contracts are to be executed for the 1st day of the month. The PHA will not prorate move-in amounts.

Chapter 12 "Recertifications"

Section C Increase in Income Interim Reexamination Policy pg 12-4

The PHA will not conduct interim reexaminations when families have an increase in income. (Families are still Required to report all income within (10) ten days)

Participants enrolled in the Family Self Sufficiency (FSS) Program who would like to escrow, may choose to have an interim rent change completed.

Section C Decreases in Income Interim Reexamination Policy pg 12-4

Decreases of income received by the 15th of the month will be processed to be effective the 1st of the following month. Decreases received after the 15th of the month will be processed to become effective for the 1st day of the 2nd month.

The PHA will not permit families to exercise portability: When there is insufficient funding, the receiving PHA’s Payment Standards are not equal or less than the East Chicago Housing Authority’s Payment Standards and the receiving PHA refuses to absorb the family.

Section F Incoming Portability pg 13-4

Incoming portable families whose vouchers are being administered will not be absorbed as long as there are eligible applicants on the Waiting List.
